Integrative Review of Kenya’s Policy for TVET

Abstract

Technical and Vocational Education and Training (TVET) plays an important role in supporting Kenya’s social and economic development. Accordingly, the Government of Kenya has developed an expansive policy aimed at strengthening the provision of TVET in the country. However, the policy is spread across multiple policy documents which limits clarity and hinders critical review.

This study sought to address this gap by conducting an integrative review of policy documents outlining Kenya’s TVET policy. Reviewed documents included Medium-Term Plans, Sessional Papers, and Education Sector Strategic Plans. Drawing from the Human Capabilities Approach, a critical perspective was adopted to assess the feasibility and likely impact of the policies and offer recommendations for more equitable and sustainable outcomes.
